I have rejected but I am going to apply again

Hi

I had applied for permanent residence in Canada as skilled worker about a year before
but I recieved a letter from Canada embassy some days before that it has been written in it
since my application has been submitted after February 27,2008 the changes of immigration and refugee protection Act
affect my application and because I had indicated my work experiences are with the following NOC codes:
2172 Database Administrator ; 2173 Software Engineer , and these codes aren't in their new occupations list therefor
I am not eligible for immigrating to Canada as skilled worker

but I have to mention when I applied, those NOC codes were in their occupations list in the Web site ( their Web site wasn't update)
In their new occupations list there is a new code 0213 (Computer and Information systems Manager) since My speciality is
Software Engineer and I have experience in software system analysis and software system design and those are involved in
Computer and Information systems Manager therefore I think I am eligible for this code (0213)

And I intend to apply again , but I wanna consult you already
Please tell me what is your opinion about it , do you think I have any chance if I apply again ?
Do they record my application history while it rejected and according to that they reject me again ?
