"The application is under process. Due to heavy rush of applications, the offer letter get bit delayed. I will provide you with the offer letter as early as possible."

does it mean that it is final that i will get the LOA.....?

i will keep my fingers cross becasue this was only one college where i applied...i didnt applied for any other college

Well that's not clear here,, first line he says the application is under process,,, then he says he will provide u offer letter soon,, ask him whether the decision is being made,, or application is under process,,

This seems to be quite a generic email sent to all waiting candidates. One should always have couple of options in hand as almost all the colleges offer same or close to same programs.
