i have a valid job offer,but not working in canada,can i apply for pr?

Anyone can apply under EE for PR provided they fall under one of these categories...
1. Federal skilled workers (for people with skilled professional work experience)
2. Canadian Experience Class (for people with in-Canada skilled professional work experience)
3. Federal Skilled Trades Program (for people with experience in skilled manual work)
As you can see, 2 out of the 3 categories do not require any Canadian experience. But there are other criteria. Recommend that you read the CIC site and other posts on this forum and start here by checking your eligibility. http://www.cic.gc.ca/ctc-vac/ee-start.asp
