i have a student visa... but haven't received my study permit

Hi,
Please help!

• when i was in my country, i received my acceptance letter from UQAM university and i had to do 4 preparatory courses before i start my masters for four months.
• when i was applying at the visa office for my study permit, they said i don't need a study permit so i applied as a visitor
• BUT later on i received a student visa without a study permit
• as i arrived to the airport no study permit was issued... they just let me in!
• i am currently studying and this is my third month.
• i tried to re-apply online for my study permit.
• it was refused ( reason: i have to return back to my country in order to get it)

Does it mean i have to return back to my country and re-submit the documents?... the next semester starts in one month!!
or can i have it at the airport? will my visa student allow me to have the study permit at the airport?
