I got "Decision Made" status however CIC email seem difference

I got an email from Ca High Commission informing me to submit 2 passport size photos together with Appendix B and my passport. (I applied outland but in Canada). Throughout their email, they claimed it was not guarantee a visa will be issued. Fine but I don't understand why I need to submit my passport being I come from visa exempt country? Is it something to do with their Dec 17, 2016 changes in system and procedure? Anyway, I have email them back to enquire about the above.

I went online to check my status and it was "Decision Made". I was confused. The email doesn't sounds so though.

I wonder is there anyone having smiliar situation.

can you post a copy of the email without your personal information?

generally, the letter provides instructions for BOTH visa exempt and non-visa exempt applicants. I'd recommend re-reading the letter slowly. It may be suggesting IF you require a visa, do this. If you DON'T require a visa, then do this.

The pictures and appendix b can be a normal part of the passport request. Not all visa exempt applicants are waived the passport request. More than likely, if you are visa exempt, you need to sent a copy of the passport, not the physical passport.

Feel free to post the letter if you want so this can be confirmed.

This is your Request for Passport. You have been Approved. You must send in your passport, the photos and the document they requested.

Immigration says there's no guarantee because they still have the right to not issue the PR if they found some new information.
It's just a precautionary statement on their part.
Send in your documents asap.
You've been Approved.
Congratulations.

if the applicant is visa EXEMPT, they do NOT send in their physical passport, only a copy is required. this should be referenced in the letter.

sending in the passport when it's not required can result in it getting lost and it is not advised to do so. First, it needs to be confirmed that there are instructions for visa exempt applicants in the letter. After that, then a case specific enquiry to the visa office is recommended (which it sounds like the OP has already done).

I take a snapshot of the attachment, how do I upload here?

I didn't read up all the 8 pages, so for applicants reside in Canada. Can mail to Ottawa. However, they never state send photocopy. They indicate each individual country e.g. Singapore, Philippines, Vietnam. All require to submit passport. So strange, I wonder is it new regulations rules.

This refers to your application for permanent residence in Canada. The processing of your application is almost complete. Before a permanent resident visa can be issued to you (and your accompanying family members, if applicable), you will need to follow the steps below.

Please do not staple the photos. Enclose the photos of each person in a separate envelope. On each envelope, write your application number and the name of the person whose photos are enclosed. Submit the photos in the same package as the passport(s).

2. Your spouse/common-law partner (if applicable); and
3. All dependent children who will accompany you to Canada (if applicable).

Appendix A
How to Submit your Passport(s) and Photos

Applicants who reside in Singapore, Malaysia, Bangladesh, Cambodia, Indonesia, Thailand, or Vietnam should send their passports to the High Commission of Canada in Singapore through the secure service offered by a Canada Visa Application Centre (CVAC). The service includes two-way secure shipping and tracking. A service charge must be paid for each applicant to cover handling and courier costs. Once processing has been completed, passports will be returned to the CVAC for collection by the applicants. Please note that processing may be longer for passports which are not sent via a Canada Visa Application Centre. Applicants with access to a CVAC are strongly encouraged to utilize this service.
Applicants residing in countries which are not currently serviced by a Canada Visa Application Centre may send passports directly to the High Commission of Canada in Singapore. Please see the instructions below.

i'm confused. where is the applicant from and what visa office is processing the application? it sounds like the visa office that sent this email is a visa office that processes applications for applicants who require visas to travel to canada. is the applicant not a resident or citizen from the countries listed in the request? is this from the visa office that the sponsor approval letter suggested the application was being processed at?

perhaps this was sent in error. if this is not from the visa office processing your application, i would suggest sending a case specific enquiry for clarification.

I am as confuse as you. It was send from Singapore VO & I am a Singaporean. And I am very sure they knew my country of origin being that I even photocopy my passport in color when I submit my Police Clearance and RPRF acknowledgement slip.

I have email them but due to time differences, hopefully I can hear from them tonight. Fingers crossed

Looking at this attachment, it seem I can't do flagpole. :-S

P.S. I double checked the email, it was send out by Singapore VO or SG High Comm.

why wouldn't you be able to flagpole? i'm not seeing what you are referencing about that. Flagpoling is done after you receive your approval paper (COPR) and visa stamped passport - if required. it has nothing to do with the visa processing. once it's established why they are asking for your passport, if you are currently in canada, then send the requested documents to the ottawa office, as described in the letter.

on a side note, maybe this PP issue is related the new ETA requirement? Have you asked about this in the thread for singapore?

No, I did not ask in Singapore thread. Not sure where, I have to check. I am very concerned mailing original passport out.

Apparently, someone mentioned it was for visa (eTA) purposes that is why we require to mail in our original passport. (SG VO email stated that they required 2 empty pages in passport). Oh well. hope they get back to me tonight.

it would make sense the passport request process is changing for ETA purposes. it will be interesting to track whether this is consistent with other visa offices. best of luck!
