I would like to visit Canada maybe for a week. However, the CAD embassy says I need to show them my confirmed return ticket to apply for the temporary visa.

Should I buy the airtickets first then? How can I buy the air ticket when I don't know if my visa will be approved?

A travel agency told me to apply for the visa first. But how can I apply for the visa first when they want to see a confirmed return ticket?
