I did my master from CANADA, Does it require to do WES/ECA for bachelors degree from india to apply for PR under OINP- Human capital CEC stream?

I am very confused for WES/ECA for PR application.

Can i apply for OINP human capital stream Under CEC after 1 year of Canadian experience?

Please suggest best way to get PR my CRS score is 478.

Answer to WES part is that only the highest educational qualification acquired outside Canada is to be got assessed. Since you have done your Masters from Canada, there is no need for bachelors degree's assessment.
