I have Applied for my parents in law Visitor Visa in July 2024. We are now in April 2025 and the status of their application is still PENDING. Is it normal? If not what should be the process? Thanks.

This isn't necessarily true. Depends on what country a person is applying from.

OP didn’t say where person has lived or lives. If middle East, China etc. then immigration checks can take up to a year. Also if OP was in the military then it can take much longer. Visitor visas from UK and many European countries have processing times of over a year.
