I am planning to apply for Express Entry FSWP, from India. The draws are too slow recently can I apply for study visa in Canada? can I do both? Some agents stated that my study visa might get rejected as the immigration officer will think that PR is what I'm looking for. Please guide asap.

You can apply for both. The primary thing they will be looking at for your proposed studies is that it is 'real' studies and makes sense in terms of your academic and career progression, etc., (eg applying for a community college program in theatre arts after a PhD in mechanical engineering will not be convincing) and your ability to fund it. They'll look at the other aspects of course.

They might look at / note the PR aspect if the rest of the study application is not convincing or borderline.
