I am having difficulty paying my processing fee from my debit master card

I am having difficulty paying my processing fee from my debit master card because there is a new cbn rule in Nigeria which states that only a minimum of $1000 dollars can be transferred online a day, can i transfer money to my brother's dollar account for him to help me pay my processing fee to cic from his dollar master card, I don't know if there will be any complications with these. Can anyone help with a solution to this question.
