I am a Canadian citizen and my spouse is not. Can my spouse work in Canada?

This is a question in the FAQs on the CIC, I'm not allowed to post the link by the forum rules, but just search for "I am a Canadian citizen and my spouse is not. Can my spouse work in Canada?" to find the page

It is confirmed by the "Come To Canada" wizard, (again no link, but search it to find it) by filling it with the appropriate answers.

What I fail to understand, are the restrictions. It seems just TOO EASY. Essentially, it's saying that the whole challenge of the Permanent Residence application can be made much less tedious by simply getting a Temporary Resident Visa in your home country valid for 6 months, travel to Canada, and apply for a work permit.

Any feedback? I think I really need some competent voice on this matter.

you can apply for a work permit, but it doesn't mean that you will get it! :)

what it means is: there is nothing legally preventing you from applying for a work permit while waiting for PR.
In reality though, if the non-canadian spouse wants to get a work permit, she/he will have to find a company willing to go through the LMO process etc. Not so easy... that's why most visa-exempt spouses that are in Canada wiating for PR ( or non-visa-exempt on a TRV) will just have to wait for the PR before being allowed to work...
