Hi i am a permanent resident of canada and my fiance is American citizen. He is not able to come to canada because he was arrested and was found guilty in 2003. Canadian government has told him that inorder to cross the canadian border he has to get a visa a temporary one. My question was if my fiance and I decide to get married out of the country. Can i apply for him as my husband once i come back to canada. And what countries does canada recognizes as legal marriage. How long will this process will take. I also want to know what proof is needed in order for me to apply for husband visa.

If he has been told that he is inadmissible as a visitor for criminality , it is quite possible that he is inadmissible as a permanent resident. Once you marry, you can apply to sponsor him, as long as the marriage is legal where it took place. See: http://www.cic.gc.ca/english/information/applications/fc.asp for application forms and instructions.
