How you "meet" the employer who is willing to apply LMIA?

This only happens when an employer is looking for a specific skill set badly enough and it is not found in Canada that they sponsor LMIA and work permits / PRs in those cases.
In above scenario they certainly talk to applicants on the phone / skype / email etc. I know many people (including myself) who came this way.
They were not Einstein's - just were lucky to be experienced in an area an employer needed people in.
