How Transfer file to Canada or Different Visa Office

I sponsored my son when he was less than 17 , the application was approved by CIC in Mississauga back on April 2015. In summer 2015 I moved to Canada- Alberta- Calgary with my family and my son who is going to the University of Calgary. Because I applied when I was in Saudi Arabia for my son they still corresponding with me as if I'm in Saudi Arabia. I changed my address in June 2015 to my new address in Canada but the Visa Office in Abu Dhabi keep making requests that very difficulty to fulfill. They asked for extra medial exams, and asked for police clearance although when I applied for him he was under 18 then he dose not need a police clearance. In 8 weeks he will complete 18. Strangely I received new email request for extra medical exams to be done in India. He never been to India and he is a US citizen. Something wrong with the Visa office personnel. The question how the hill can I transfer my file to Canada. Simply because I can not comply with Abu Dhabi requests in Saudi Arabia or India.
I did change my address in CIC site to Canada address and I live in Canada since summer in Calgary. I sent the embassy in AbuDhabi 5 emails without one answer?

I used to work in Saudi Arabia when I applied for him but he was born in the US.

It's not telling you to have the medical done in India. There are only 6 Regional Medical Offices around the world that process the medicals for every applicant. The RMO in India handles that entire region. As stated in the email, get the medical done and advise the Panel Physician to send the results to India.

Your son can get medicals done in Alberta itself. Just find the nearest panel physician.

Thanks for the note. I realized that afterwords. He did the initial Medical exam in Saudi Arabia July 2014.
Is there a way to transfer the file to inside Canada. I called the CIC and changed the address in July 2015 and no clear answer from CIC.
If one start the application in certain region they will direct it him a processing center in that region. When he applied he was in Saudi Arabia
May its better that we get it done in Abu Dhabi?
