This is my letter of interest I was going to submit to Ontario until I got ITA today. Don't copy it word for word but you can use the same idea to frame yours.

R;E: INTENTION TO RESIDE IN ONTARIO
When the opportunity to attend a Canadian University was presented in early 2008, I knew exactly what my ultimate choice would be. Given its profound education institutions, quintessential infrastructure, economic and industrial prowess plus family and social networks, Ontario was a natural choice. During the years that I lived in Ontario, not only did I enjoy it, I also excelled academically, in the workplace and through volunteer work. The province is always at heart which is evidenced in the few trips I’ve made there since my move to Edmonton.
At 28 years old, I have a four year Bachelor’s degree in Public Affairs and Policy Management-Development Studies from Carleton University. This is in addition to three and half years working as a Purchasing Agent (Insert Noc) and one and half years working as a Maintenance Coordinator (Insert Noc) and Administrative Support.( Insert Noc) I’ve additionally worked as volunteer in Ottawa for the Canadian Red Cross and LASI World Skills. Upon this background, am confident that I will make a great fit in Ontario. Additionally, my qualifications and experience would help to fulfil the labor market requirements in Ontario.
Being a multicultural hub, I also possess the necessary language skills needed to succeed both socially and in the work place as shown in my CELPIP results. My established social and professional networks spread out within the province continue to provide knowledge about careers, companies and skills needed for a positions within the province. I have attached some professional affiliations with my application. The guidance and presence of my Canadian relatives residing in Ontario will also make for a smooth transition.
Once given this once in a life time opportunity, I hope to be part of Ontario’s future potential. I appreciate the letter of Interest and would be honored by your consideration for the OINP.
