How to upload more than 3.5mb?

there is no way to do it except compressing it. You can search on google to find software for that.
I assume it's for a case specific enquiry to send document to VO?
An another solution would be sending all the files in 2 different time. One half first and then the rest in an another case specific enquiry.

I will have to try compressing it as a couple are around 4mb

Don't compress the files. I don't think CIC accepts compressed files.

Convert to PDF and reduce image quality.

Do what we did, and reduce image quality, crop out unnecessary borders and empty spaces.

Depend, if you compress like ZIP they wont accept for sure but with software like pdf compressor or JPEG optimizer it will be allowed.
