How to upload Letter of explanation to cic after the application submitted

hi, my application for PR for Canada is in process and they have requested to submit Saudi Arabia PCC, which I don’t have to as they don’t give for people with no league status. So I wrote a letter of explanation, but how do I upload it, as it asks for document number and so on.
