You may be able to help them get a job offer so they can apply for a work permit and later immigration. Preferably it should be a skilled job. There are very few ways to immigrate for low skilled workers.
If you are in Manitoba, they would get points under Manitoba PNP for a close relative who is ready to help them settle in MB.

A provincial nominee program is an immigration class run by each province in order to bring those they feel they need. Ontario does not have a program that allows you to sponsor adult brothers and sisters so forget that.

In order for an employer to want to hire them and also to have the ability to apply for a work permit for them, they must have skills and work experience. First they need to work on that and then you have to see what you can do about getting them jobs.
