How to send documents to WES?

Hi,
I graduated from one of the state university from USA and I want to apply for Express entry visa from my home country (Not USA). How can I send my education documents to WES?
I mean we need to send the transcript request form in the sealed envelope and the form has applicant signature. What I have to do? I am not in USA.

Academic records form along with transcripts in sealed envelope, mail them.
