Subject: Notice of Intent to Refuse Your Application for Temporary Selection for Studies
Dear Sir/Madam,
We have carefully reviewed your application for temporary selection in accordance with the requirements of the Québec Immigration Act (RLRQ, chapter I-0.2.1) and its regulations, notably sections 10 to 16 of the Québec Immigration Regulation (RLRQ, chapter I-0.2.1, r. 3, hereinafter referred to as the "Regulation").
We wish to inform you of our intention to refuse your application unless you submit the documents listed below—and any other new documents, information, or observations, other than those you have already submitted—that would allow us to reconsider our decision.
Required Documents:
- Official letter from the registrar of the educational institution you are currently attending, specifying your status as a full-time or part-time student, as well as the number of credits obtained or to be obtained, if applicable.
- Original transcripts or grade reports from the Québec educational institution, or a certified true copy by that institution, covering the entire validity period of the previous CAQ for studies (Université du Québec à Rimouski, 2nd Cycle, valid from 2020-12-01 to 2022-12-31).
And/Or
- A letter dated and signed by you explaining the absence of your official transcript.
- Document(s) supporting your explanations regarding the reasons why studies were not your main activity during the entire validity period of your previous CAQ for studies (e.g., visa refusal letter from IRCC, Immigration, Refugees and Citizenship Canada).
The review of your application indicates that you do not demonstrate compliance with the requirements of the Foreign Student Program, specifically:
- You did not make studies your main activity in accordance with section 14 of the Regulation.
- You did not provide the required documents.
You have until April 21, 2025, to submit, in a single transmission via the Arrima platform (please wait 48 hours before transmitting your documents through Arrima -
https://www.quebec.ca/immigration), your observations and documents allowing us to reconsider our decision regarding the noted deficiencies.
Please note that each document you submit must be in French or English or accompanied by an official translation (
https://www.quebec.ca/immigration/regles-documents-formats) in one of these two languages.
If you are unable to provide one or more required documents, you must provide a detailed written explanation of the valid reasons justifying this inability.
Since you must send us your observations and documents in a single transmission, a decision may be made upon receipt of your submission, even if the allotted time has not expired.
If we do not receive the required documents or any other information or observations before April 21, 2025, your application for temporary selection may be refused in accordance with the Québec Immigration Act.
