How to provide proof of Alberta Residency?

U.S. visitors to Alberta are eligible to apply for Alberta Health Care coverage but one of the requirements is that one provide 'proof of Alberta residency.' My boyfriend will be living here with me (hopefully for the full 6 months) but I'm kind of at a loss as to how we can provide such proof. I own my home so mortgage and property tax and home insurance are of course only in my name. All of the usual utilities (cable, electricity, gas, landline) are already in my name. I doubt I can just call up my cable or electric company and ask them to add him to the account? ...and even if I could, I don't really think that doing this would show proof of residency as the bills would still be in my name? I don't know how difficult it would be for him, as an American citizen, to open up a Canadian bank account here?

Does anyone have any suggestions on what he/we could do to get his name on something so that it will generate documentation and mail coming here to my home but with his name on it?

He isn't eligible unless he is being added as your dependent under your coverage. As you are not married, I believe Alberta requires 3 years of cohabitation to qualify.

Also note that he would need proof of status in Canada.

I've spoken with someone at AHC 3 times (3 different people). If he and I sign an "Adult Interdependent Agreement", he can go under my plan. Nobody told us anything about us having had to live together for 3 years?

What do you mean by him needing "proof of status"? AHC told me that all he needs to provide then with is his Visitor Record showing what date he's allowed to remain in Canada for.

Perhaps they allow that agreement as proof of common-law.

A Visitor Record is the proof of status. The issue is that Visitor Records aren't given out at the border to normal visitors. They are given when CBSA wants to strictly control a person's stay. Asking for a VR at the border can be a red flag, as normal visitors don't ask for one.
