how to pay sponsorship fees

Hello everyone

Me and my husband got married about a month ago, and we are now applying for sponsorship.
But when I look at the checklist for the forms its tells us to attach a single recipet for the sponsorship fees, application fees and the biometric fees unless we're from quebec

In a case we're from quebec we need to pay for the goverment of qeubec.
This is where im getting lost, and I have a few questions:
1) I can't find to who I need to pay the fees on the site of the goverment of Quebec.
2)Even if i did find to who I need to pay fees for sponsorship, how do I pay for the application fees and biometric fees and the right for permament residence fees?
3) Do I need to pay the fees before sending my application to the IRCC?

The checklist does not state that. You pay all of those fees to the federal government and attach the receipt just like everyone else.

The checklist states that the fees required to apply to Quebec, i.e. the additional fees paid only by Quebec applicants, must be paid to Quebec.
