How to obtain Certificate of Citizenship for daughters***

Hi,

My husband is a Canadian citizen who lives in Ontario, and our daughters (ages 5 & 3), live with me in NY, United States. We are about to start the application process soon for me to become a PR there so we can relocate to there, but what do we do about the girls? I know we don't need to do any permanent resident things for them as they are his daughter and are already Canadian (were born in NY but was told they are still Canadian?), and we are looking to enroll our oldest in Kindergarten for Fall of 2015 (hoping my PR applications will be almost done by then as I've heard processing times for outland from U.S. are hopefully around 6-8 months)...so for the girls'---do we just need to get a certificate of certification or something showing that they are citizens, so they can properly have information for here and are able to get health insurance and all that??

For school (kindergarden) enrollment you need a permanent address and a government issue ID for parent/guardian as proof of residence.
Health insurance (referring here to Ontario - OHIP) you'll be eligible after 3 months of landing; it cannot be done in advance.
Your daughters having been born from a Canadian citizen (even living abroad) are Canadian citizens, but you should include them in your application.

1. The daughters are NOT included in the application as they already are Canadian citizens. They would only appear on the IMM 5406.
2. The OP should be applying for proof of citizenship for the girls. The application is here. (I am assuming the spouse received his citizenship by either naturalization or birth, and not decent.) http://www.cic.gc.ca/english/citizenship/proof.asp

I'm not sure when we have to enroll her in Kindergarten for fall, but I'm not sure my PR applications will be complete by the time she starts...so I'm just trying to find a way where she can still start (since she is already considered Canadian citizen) while we're still waiting for my PR to finish...perhaps I can get a temporary visitors pass for myself just so I can stay here as well while she starts school until my application goes through? My husband has a house there so she would have a permanent residence.

First issue i see is at PROOF OF AGE AND NAME, where you have to attach CDN birth certificate or CDN passport or CDN Citizenship or Immigration Doc

On paper looks easy, but...
Second issue I see is to register you need the vaccination card, issue by a canadian family doctor; you cant have a family doctor without OHIP. You cant get OHIP without immigration or citizenship status.

Okay thanks, looking into all of this. The website that says a child cannot be denied was very helpful, but still unsure about the vaccination part. I'll be talking to a school this week in Ontario about this.

Another question---on the application document checklist--it says they need 2 pieces of personal identification, and one HAS to have a picture on it. They don't have this---they are 5 & 3, so we don't have their passports as we have always used a copy of their birth certificates to travel, and now that they're going to have a document for their Canadian Citizenship, they told us we didn't need to get their U.S. passports at this time.

BUT I have NOTHING with their photo on it to count as one of those pieces of personal identification...do I have any other options or should I just apply for their passports? I am just hesitant about that as that can take up to 8 weeks, and I really need to get these Citizenship applications in NOW as I need this done before we register our oldest daughter for Kindergarten in Ontario....

Since you mentioned you're in New York, one option would be to contact your local sheriff's department to see about getting a "Safe Child Card", which appears to be free:

In addition to having the child's photo, "the cards contain a child's name, biographical information (date of birth, gender, height, weight, hair color, eye color, etc.), and a fingerprint image of both index fingers. The card is made in less than two minutes..."

Oh I have never heard of that Safe Child Card, but it just might work! Will be looking into that tomorrow, Thank you!
