suppose a new immigrant would like to immediately start own business like production line of Foodstuffs(after landing as a PR holder)
How should know about in-detail information about requirement and regulation of setting up a factory and association to that province ?

You should find a "Business" section on the official website of any provincial government. The provincial chambers of commerce could be a good starting point as well.
