How to Invite my mother on Visit Visa- Urgent Advise needed

Dear Friends- I have been a silent follower of this amazing forum for quite sometime now and really like how people share their advises and experiences here to help each other. This time I have a very important question pertaining to my mother for which, I need to seek my seniors advise and here it is.

Current Scenario:
I have recently moved to Toronto (8 mths now) with my spouse and 2 kids. I want to invite my mother on Visit visa asap.
We want to invite her here to celebrate our wedding anniversary.
My brother is enrolled in his masters program in Regina and is on student visa.
We are the only 2 kids of my mother and she is a widow and 59 yrs old.
My husband has a field related job 6 mths experience now and I am a stay at home mom right now due to kids. At this stage we are unable to meet annual income (LICO) criteria for supervisa but the differential is not too high.
My mother doesnt have a property in her name but has a strong financial support in terms of savings and bank account and she is a house wife.
We have a strong bank account here and also we intend to attach return ticket and medical insurance for 6 mths along with application.

Questions:
Pls. advise me how can I make a further strong case by showing her strong ties back home (Pakistan)?
What are the chances of our success? Pls. share anything that can make our effort successful from your own experiences and knowledge.

No need to attach return ticket. Focus on the reasons you want her to come to Canada and she would return to Pakistan at the end of her intended trip. Read the cic website carefully.

Thanks Steaky, yes, I am going through the website very thoroughly. There is one more important information and that is that all of my mother's siblings are canadian citizens including my grandparents, its just her who doesnt have it so I just cant decide on the reason for her invite as it should be very compelling in my point of view. Should it be that she will be visiting Canada to meet her siblings and parents after a long long time. Its just that I dont want rejection as she will get very upset and might not apply again so pls. advise.

Sometimes the chances whether or not it will not be rejected is pure luck.
