How to interpret the processing time on the CIC website

Hello

I will be applying for a LMO based work permit in 2-3 days. I was looking at the processing times on the CIC website and am a little confused on how to interpret it. Is that the upper limit, the average? Also does it include with upfront med tests or without? Would appreciate your insights.

Believe its an average from the time an application is received, for sure it is not guaranteed and could be shorter but more often than not longer.
