How to get work permit visa to canada from India

Hi Everybody ,
I need some info before applying for work permit.
My Uncle is working in Muscat. He want to move to Canada.
Do we need to apply for a job in Canada before applying for visa??
How to get a work permit visa from India??
What are the eligibility criteria??How long will it take??
How to search for work permit jobs??

Please provide me some info so that it would be easy for him to apply.

The thing is....it isn't easy. Read the official government website CIC for the general rules for application. Your uncle will have to apply according to his skills and education. If he is working in a skilled profession that is in demand in Canada he should look at Federal Skill Worker. ALSO check the Provincial Nominee Programmes PNP to see if that works for him. Bottom line, he has to apply for a job that the employer hasn't been able to fill with local workers having advertised for at least a month in various locations, AND your uncle has to prove that he will not overstay in Canada after his visa expires. Examples of how to do this - he must have good financial status, be well employed (if Muscat is not his home it may make it harder to prove that he could find a good job in his home country), show he owns property, evidence of international travel for pleasure, preferably to a visa requires country, and have a family.
