How to get TRV/TWP and prove home ties with hopes of PNP/PR in future?

Background: previous TRVs for Canadian visits refused on grounds applicant did not have sufficient ties to home country. Since those apps, now has full time, permanent employment in home country in addition to the previous property, funds, parents/sibling described in old applications.
Present situation: good chance of permanent, full time job offer with LMO in occupation that qualifies for PNP under Entry Level and Semi-Skilled category. Would have to work for 9 months in that job before applying for nomination and starting PR application.
Question: Requested to write a letter to employer giving reasons for coming to Canada and wanting to work in their organization. Applicant wishes to apply for PR after working for 9 months, but will have to convince CIC of strong ties to home in order to get TRV/TWP in the first place. Wanting to be open and honest about intentions of legally working and later applying for PNP without jeopardizing approval of TRV in the first place. How should the letter be written? Many thanks for your advice.

A person’s desire to apply for permanent residence before or during a period of temporary residence in Canada may be legitimate. An officer should distinguish between an applicant whose intentions are bona fide and an applicant who has no intention of leaving Canada at the end of their authorized stay if the application for permanent residence is refused.

Any documentation that shows the applicant is established in the home country should be considered such as proof of assets and family assets. The primary intention of the letter should clearly to establish that the applicant is bonafide and will leave Canada if PR application is refused.
