How to get the CBP report - Please help

Please let me know the procedure we can order a CBP report. I tried searching for information here but couldn't find it guys.

I went to the FOIA link and found that we have to pay 25$ or request for fee waiver.
Am I in the right page? If yes, any suggestions of paying or requesting for waive off?

If the records are under a certain number of pages, there will be no charge. You are only authorizing them to produce documents up to $25 worth. it it is going to cost more than $25, they will contact you to get authorization to proceed.

Keep in mind that this process may take quite some time.
