Job Offer........
Pre-Assessed..
She can come on a tourist visa and get married. To support your case to immigration, she should have pictures of all the times you've been together as well as your wedding, keep copies of phone bills to prove your phonecalls, keep chat logs and emails etc.

This is how to apply: http://www.cic.gc.ca/english/information/applications/fc.asp Also Quebec has some special forms, see http://www.immigration-quebec.gouv.qc.ca/en/immigrate-settle/sponsors-sponsored/apply/index.html

Application can be declined if immigration is not convinced that it's a real relationship and not a fraud. The phone bills, photos, emails etc. will help to prove that it is real. You do not need to speak French to get a job in Montreal but it's a lot easier if you do. Use the time while you are waiting to learn French.
