How to get PNP for additional score in EE

It seems , without sponsorship / confirmed job offer or nomination under PNP , getting through EE is next to impossible specially for people who are sub 400 level ( CRS Score) ..

Any idea how to get through PNP , I mean how do you go about exploring PNP and get nominated ?
