If you are immigrating to Canada on your own (you have no spouse or children) then you either need to have a bank balance of $12,300 in Canadian dollars or you must have a job offer in Canada that is supported by an LMIA. An LMIA is something your employer in Canada must obtain and generally speaking, it's extremely difficult to find employers willing to go through the process. It will also cost you around $2,000 in fees and other expenses to apply for PR.

There aren't any programs that offer financial help to immigrate.

Besides the skilled worker route, you may also consider applying as refugee/asylee if you can establish that you have well-founded fear (this is actually is the term used by US, not sure about Canada) of persecution because your political or religious beliefs. To make a claim for asylum/refugee you must be physically in Canada and the process takes very long to complete.
