how to get appointment at washington canadain embassy

I had applied for canadian visa online but it got rejected, I have heard if we go in person and talk at Embassy than sometimes they listen to you & give visa is it possible and secondly how can i get appointment to go to embassy?

never heard of such a thing...nor is there any way of making appointment for such a thing

Visas also aren't issued in Washington. Only L. A. and New York City.
