How to find employment/Work permit for Visitor in Canada ?

Friends,

I have very good friend of mine and currently works with India based well known Bank as Assistant Manager in Operations with close to 6 years of work experience with Permanent Job. He doesn't have IELTS yet though and is married. He is very much willing to Come to Canada as Visitor for 4-5 weeks and then look to find employment which can lead him up to Immigration.

His wife is in India and they expecting child in June 2015.

Are there any options/ways for Visitors with good education, experience and skill set to get work permit and find employment in Canada ? There are quite a few placement agencies in Toronto but since he will be visitor, I am not sure how much they can help.

Please share your thoughts and experiences !

It's typically very difficult to find an employer. First you have to find an employer who is willing to offer you a full time job. Then the employer has to advertise the job for at least a month to prove no Canadian could be found for the role. Then the employer has to pay a $1K fee and submit the LMIA application for approval. This step seems to be taking 3-4 months these days. If the LMIA is approved (not all are), you can then apply for a work permit. Because the process takes to long and costs so much money - most employers aren't willing to go through the process.

Having said that, your friend can certainly try.

I would not bother applying for jobs with any of the big five banks. They are generally extremely unwilling to go through the LMIA proces.

Thanks for your thoughts ! Do you know how express entry program works ? My friend's intension is basically try out to find a employment and may be at least he can set up couple of interviews and represent himself, his skills and experience and let the employer decide, if they can help him to get status. I understand LMIA is difficult to crack but here is nothing to loose.

Not banks but I guess there are quite a few credit agencies or financial institutions are also out there, all we look for is number of options.

I am not sure how express entry program works, but would certainly like to know, thanks for your inputs though !
