How to find companies under the Temporary Foreign Worker program?

This is a long shot - but my girlfriend wants to try and work in Canada, and is willing to do virtually any job she can. I spoke to a friend of mine who immigrated to Canada and is now a business owner here - he told me that I should find companies that hire workers under the Temporary Foreign Worker program - but I have no idea how to find these companies. Is there a listing somewhere? One of the big hurdles is that she does not currently speak English, so I imagine that eliminates any skilled positions, but she would happily do menial labour type positions too. I'm in Alberta, in the Lethbridge area, so the closer to Lethbridge I can find something, the better - but even if she ended up in Calgary, that would be a huge step forward for her, and an opportunity to really start to learn the language.

Any assistance in finding this information would be greatly appreciated!

Does she speak French?

If not, this plan really isn't feasible. She needs to be able to communicate in one of Canada's two official languages. Even then, it's next to impossible to find employers willing to go through the process to hire a foreign worker. And no - there is no listing of companies.
