How to explain previous TRV refusal in spouse application

Hi,
My spouse had applied for a TRV(4 months before our marriage) and the same was refused with below reason

I am not satisfied that you will leave Canada at the end of your stay as required by paragraph 179(b) of the IRPR (https://laws-lois.justice.gc.ca/eng/regulations/SOR-2002-227/section-179.html). I am refusing your application because you have not established that you will leave Canada, based on the following factors:
• You do not have significant family ties outside Canada.
• The purpose of your visit to Canada is not consistent with a temporary stay given the details you have provided in your application.
How should we explain this in the spouse sponsorship application ?
Do we need to include a letter of explanation ? If yes, what should we write in the letter.

Do we need to include a letter of explanation ? If yes, what should we write in the letter.
I cant recall if CIC asks you to explain the refusal. You can't. Its the officer who refused it.
All you need to do is write date of refusal and visa type where it asks if you have ever applied for visa.
