How to edit EE Profile submitted or How can i delete it?

I have already submitted EE Profile. It shows that am ineligible. I want to update my Primary NOC but it shows status as transmitted and am only able to view my profile. How can i update it? Or How can I delete the existing profile and create new profile.

For new profile creation do we need the existing profile's UCI number?
