How to contact VO from outside of Canada prior to sending in application?

I see the phone number to contact CIC from within Canada but I can't seem to find a contact number from outside Canada? I found this email address: OttPilot-Immigration@cic.gc.ca for contacting CIC outside Canada but that's only if you have an application being processed.

Is there no way to contact them prior to sending in an application?

1. You can try The following phone no. MAY work to contact Immigration from outside Canada. I haven't tested it though.

+1 613 944 4000 (for an agent: options 1,2,1,2,1 ... then 0 to skip the message)

2. But it is unlikely that the call centre in Canada will be able to help you with an overseas application that hasn't been submitted.

Thanks. I will try that number. I don't see why Canadians sponsoring spouses while living abroad can't contact CIC to ask questions.

Our question had to do with obtaining a police certificate from Mozambique. According to the CIC website it says that you can get a local to request a form in Maputo. We contacted the Mozambique Embassy in DC and the Canadian High Commission in Canada. Both said that they would not be able to assist us to get a police certificate and in fact they said that we should just get our employer to write a letter. I was hoping to ask a VO what we should do before we send in the application because we have everything else ready.

Do you think we should just submit what we have and then contact the VO when it is being processed?

Could I call the Canadian number using Skype?
