How to contact QC to inquire about status of CSQ?

I expected to hear about the CSQ weeks ago but have heard nothing. We've now had correspondence from the VO demanding that the applicant provide them with the CSQ within the next four days or the application will be denied.

I need to contact QC and cannot find a phone number or email address for chasing it up. Does anyone know how to contact them please?

Here's what I was able to find: http://www.immigration-quebec.gouv.qc.ca/en/reach/telephone.html. Sorry, I don't have any personal experience to share, as we received our CSQ quickly and with no trouble.

Good luck! And hopefully you get someone who speaks English at MICC. :-/ I know when I was looking into language programs (yes, as an Anglophone who wants to learn French because I DON'T SPEAK IT), there was no one who would talk to me in English.

So frustrating when different government agencies can't work together.

I called the VO to explain the situation and they were less than helpful - suggesting that if the CSQ cannot get to them in time then the only way to avoid PR being denied is to withdraw and reapply once the CSQ is received. In other words, lose all the fees and start from scratch all over again.

I find it annoying because you can't apply for the CSQ until CIC says to apply, and you must include the letter from CIC with the application to MICC. MICC doesn't guarantee the processing time and although we expected to hear before now I wasn't unduly worried - mail can take a long time to cross the world. I expected that the VO would simply wait until MICC made a decision. Ha! Nothing about this process is logical!

Have you tried to contact your MP? I'd be PISSED if they were going to throw out my app and all my fees because MICC didn't have its crap together. If I were you, I would be putting in a call to MICC, AND I'd be calling my MP (well, having my husband call his MP, as I'm not at all conversational in French yet) to see if he could at least get CIC to put the breaks on and extend the deadline for receipt.

My husband called MICC. Despite the application being complete they had apparently decided that they needed a passport copy. BUT instead of contacting us and asking for a copy, they just sat on the application and did nothing! He is now on his way to their offices, passport in hand, and they have also asked for a copy of the email from the VO. They have promised to process the application speedily and to email the VO with a copy of the CSQ before the deadline. Deadline is in 5 days, two of which are weekend days.

My stress levels are through the roof! Believe me, if the PR application is denied because the CSQ doesn't reach them in time MP's will hear about it.

Wow! I'm sure you're FURIOUS about them sitting on the app like that. :( Fingers crossed that you and your hubby manage to get this straightened out and get to continue with your app!!!

He called MICC again. They would not let him speak directly to a supervisor but a message was passed back and forth. I still don't have my CSQ although they say there is no problem with it. Apparently, it is marked urgent but they will not give any assurances that it will be done in time.
I now have one day in which to decide whether to withdraw the application and start over or whether to risk it being denied in less than two days time.
The VO won't budge on this - either the CSQ is in their hands within two days or I am denied.

We have contacted an MP but have problems there too as he is not our MP. We don't have one until the end of the year when there is a by-election.

I didn't sleep at all last night and feel really sick with stress. The problem is that if we withdraw the same thing could happen again. And all of this is resulting in more time apart when we don't do well living apart. I need to be with my husband and he needs to be with me. And we need to be together in Canada where he is working and where we can be close to family. This is killing me.

In my opinion you should not withdraw your application, but rather keep your options open. One possibility is that the CSQ may reach the VO in time. If it does not and the VO carries out the threat to dismiss the application there is a second possibility, which is to apply for a judicial review of the VO's decision, which seems to me completely unreasonable. Given that the problem has arisen from unreasonable delay by one branch of Canadian government and an unreasonable decision by another and apparently through no fault of yours, it would seem on the face of it that you have good prospects of success in an application for judicial review. You would lose both options if you withdrew your application. Surely you would be no worse off if your application were dismissed than you would be if it were withdrawn?

A judicial review would not succeed. The VO is entitled to deny an incomplete application, which is what this is until the CSQ is received. An appeal might be successful but would only put the application back into the process without losing the fees, however appeals take time and add a load more stress. Appeals take a lot longer than processing a new application would take.

It's into the last day now so I can only keep fingers crossed and hope that MICC finally sends it. We are still debating whether to withdraw and start over or let it be denied and fight this.

I never practised in this branch of the law, so I am not going to dispute what you say. I am surprised, though. The decision which you would challenge is not the decision to dismiss, if that is made: it is the decision not to extend time to enable the CSQ to arrive. Have you checked your assertion with a lawyer practising in Canada? That might be worth doing.

MICC still hasn't sent it but the VO has given a two-week extension. Hopefully, it will be sorted within two weeks.
