I sponsored my sister as a visitor to come to look after my sick mom but the application was rejected The reason is she has no ties back home and all the family are here in toronto . Is anyone know how and who to contact to get help. Thanks

First, your sister's TRV application was processed by the visa office in her home country/for that region.... and not in Canada.

You cannot contact/speak to any visa officer.

Your best bet is for your sister to reapply by proving her strong ties to her home country (employment, property ownership/lease agreement, family especially if she is married/has children, financial, previous travel history, etc).

Her purpose of visit: Looking after your mom would be considered to be working illegally on a TRV. Hence, it was refused

Cannot ask her to look after your mom as thats considered illegal work. Also you will have a tough time getting her a visitor visa since all her family is in Canada. Contacting CIC will do nothing.

If you want someone to look after your sick mom, there might be programs available from your provincial government. I live in Alberta and my mom needs constant care as well, but we have a caretaker watch her for 8 hrs a day and its 100% covered by them.

Thank you both for your responses. My sister was denied twice last 2years as a visitor and we tried again this year since my mom is sick but no luck. I thought the officers would consider as compassion care but seem not. I have contracted to CCAC in Toronto but they only offer a few hours a week .Constant care need to be paid plus My mom doesn, t speak English so it is not easy . Thanks again

Sorry to hear that, I guess in Alberta its different than in Ontario. Here, we are allowed to choose any caregiver of our choice, only exception is it cannot be a family member or relative. My mom's Viet, so we chose a Viet caregiver. She works 8 hours a day, and all her wages are paid by the Alberta government. She was with us for such a long time we considered her a friend. She has a husband and a son, and all of them even went to my wife's wedding in Vietnam on their own dime

And yeah, also having 2 previous refusals (now this one makes 3), it's pretty much impossible for her to get a TRV now, because in their system, they'll forever know that she has a sick mom in Canada and any time she tries to apply for a TRV, they'll remember that.

If your sister has now been refused three times, something very significant in her application will have to change in order to get an approval. She needs to develop much stronger ties to her home country (job, assets). She should also keep her trip short (2-3 weeks) and indicate she is coming to visit only - not to take care of her mother.

There's really no point reapplying until she's able to demonstrate much stronger ties.

There's no point contacting anyone in Toronto. As others have stated, they weren't responsible for the decision and contacting them won't change anything.

Like you said I also think it is impossible now . We were wrong when thinking that Canada government would be compassionate about this kind of things. Now it is sad that my mom cannot see her again . I also heard that May be they will allow her to come when my mom is near death and attend for the furneral but what for at that point . It would be meaningless for us. In my opinion the government should let her go and will do the penalty on us (the guarantors) if she is not coming back. She also has a value house back home and money in the bank. How can she takes that risk but to Canada government it is not strong enough
By the way I should go back to Alberta . It seems nice over there. I lived there before and really miss it .Thinking going there for vacation this summer but now I have to use all my vacation to look after my mom.

I'm sorry to hear that. It is quite possible that many in the past took Canada for granted and purposely mislead the VOs using similar reasons of visit, and overstaying. It's sad that the actions of a few bad apples effect the rest of us.
