Sorry to hear that, I guess in Alberta its different than in Ontario. Here, we are allowed to choose any caregiver of our choice, only exception is it cannot be a family member or relative. My mom's Viet, so we chose a Viet caregiver. She works 8 hours a day, and all her wages are paid by the Alberta government. She was with us for such a long time we considered her a friend. She has a husband and a son, and all of them even went to my wife's wedding in Vietnam on their own dime
And yeah, also having 2 previous refusals (now this one makes 3), it's pretty much impossible for her to get a TRV now, because in their system, they'll forever know that she has a sick mom in Canada and any time she tries to apply for a TRV, they'll remember that.
