How to apply for TRV for my family inside Canada while having postgraduate work permit?

Hi all,

I'm confused what to do!
I have a valid postgraduate work permit and my husband and my daughter have a valid visitor record till 06/2021.
I applied online to renew my TRV with my family online inside Canada. I have been granted the visa but my husband and my daughter's applications were cancelled.
When I contacted cic to confirm the reason, they told me to apply separately in case of TRV.
I DID again online but it was only limited to extend your stay as visitor not to get TRV.

PLEASE help! Anyone has been in this situation before? How to apply for them inside Canada while they have a valid visitor record?

Visitors can't apply within Canada. They need to apply to a VO outside of Canada.

They have their visitor records and it's still valid.
I can't understand why they should apply outside Canada while they are in Canada!
