How to apply for Temporary Visa outside Canada (L.A.)

I will send my application to L.A. in order to get my new student Visa, however, their mailing instruction is not quite clear, can someone explain for me:

For Addresses in CANADA:*
Courier: We will only use courier labels that are pre-paid, or billed to a valid account number. We will not use courier labels charged to a credit card. You must fill in your name and address as both the sender and the recipient. The Consulate's address must not appear on the courier label.

Does it mean I won't write their address on the returning mail ? Or what does it mean exactly ?

yes Exactly you git right ... what will happen is you will send your application with your passport in courier for example Fedex on this one you will write their address ok and you will pay for another envelope from LA to Canada and at this one you will right your name and address in both sender and receiver and put it inside the first envelope .. wish you good luck ..it take some time for example Seattle office took one month till they send it back to me with the TRV ...good luck
