How to apply for OWP from V1

Hi..

I had applied for Dependent work permit from India. But, received Visitor (V1) visa instead of OWP. I'm confused how to apply for work permit. Can i apply while i'm doing my immigration check at port of entry? or do i need to apply again for OWP from IND?

If i apply again for OWP, what are the chances of getting the visa and how much time will it take.

Can some one let me know the details. looking forward for your help.

My spouse got her study permit not the work permit. can you help how to process my application from IND. what all the applications & supported documents that i need to submit for processing.
