How to apply for OINP?

May be a simple question that was answered number of times but somehow I'm unable to find a clear answer. Do we need to apply or enroll somewhere to receive PT or, they select our profiles from EE automatically and send us the PT?

As of last year, they would send Notification of Interest to all above 400 CRS and who had selected Ontario as a province (among others) while filling EE profile. without their applying.
For 2017, however, the process is still unclear as they have not yet re-opened the program
