How to apply for Authorization to return to Canada (ARC) application online

I got a letter from immigration officer to submit Authorization to return to Canada (ARC) letter for my visitor visa (Super visa) application. In the below site, it is said ARC application can be submitted through online but i don't see any instruction for online ARC application.

Can anyone please help me to know how can i submit online ARC application? Where should i go to submit ARC application?
Any instruction or guideline is highly appreciated.

I have applied super visa application for my parents. I got ARC application request from visa officer where it mentioned to send application number after submitting ARC application. But i don't see any ARC application submission option in IRCC portal. Can you please tell me where or how i can submit ARC application ?

and I can see a file upload section is appeared with my IRCC portal application. Should i write and upload my detail arc explanation letter there? or i need to apply for ARC application some other site. If uploading letter is the way in ircc portal, then why it is mentioned "Please apply for an ARC and submit the application number in response to this communication" in the ARC request letter. What does it mean by saying ARC application number in request letter?
