how to apply for a spouse work permit/spouse is fulltime student

How to apply for a spouse open work permit? My friend currently holds a visitor visa, his wife is a full time student. Anybody please help?

I don't know which checklist to follow cuz I found two, one is IMM5583, the other one is IMM5556.
