I am applying PR and encountered this question.
Here is my background.
I had applied for Study Permit renewal and Post Graduation Work Permit (PGWP) around roughly the same time, and both programs were 'approved' to the extent that I just need to send in my passport to Ottawa. I only sent my passport for PGWP program, and forgot to cancel the application for study permit. As a result, the study permit application expired and I got a literally 'refused' application. The PGWP one went without any problem.
Now, in face of this question, shall I put a yes or no to the answer?
I don't think I am denied of permit/visa due to any significant reason, and I don't prefer to put a yes and fill in detailed explanation as if I am some kind of suspect.
Or shall I err on the side of caution, and answer yes with everything explained?
