Dear forum members could you please advise me on the following question.

What addressee should be mentioned on the employment reference paper for Ontario PNP?
Is it necessary to mention the exact the same thing, that is written in the Human Capital Priority Stream Application Guide, which is

Ontario Immigrant Nominee Program
Ministry of Citizenship, Immigration and International Trade
400 University Avenue, Ground Floor
Toronto, Ontario
M7A 2R9


or simply writing

Ministry of Citizenship, Immigration and International Trade

would be sufficient.

Simply write "To whom it may concern". The same letter can be used for cic post ita.

The employer refuses to issue a reference letter in that way :(

You need this letter to submit it to Ontario for Ontario nomination as well as to CIC after getting ITA. Hence , it is better if you can get it generalized like " To whomsoever it may concern".

Since they are not providing you a generalized format, get one for OINP and one for CIC. For Ontario, you can have it addressed as MCIIT and for CIC you have it addressed to CIC.

Either of those would work if your employer wouldn't provide a generic 'To whom it may concern' format.

Excuse me, but CIC stands for Citizenship and Immigration of Canada if I am not mistaken. As far as I understand it's not an authority. How can I possible ask the employer to address the letter to CIC?
I thought that MCIIT was the formal authority behind the CIC.

The MCIIT (The Ministry of Citizenship, Immigration and International Trade (MCIIT)) is only for Ontario Nomination.

The CIC (Citizenship and Immigration Canada) is for your express entry application post-ITA.

Frankly, a generalized letter would work great as you really who the real authority behind these offices. But if your employer denies to issues a generalized format, then you can get as mentioned.

As others have mentioned a generalized letter will serve the purpose. Ask your employer if there concern is that the issued letter will be utilized for purposes other than immigration. If that is the reason ask them to mention in the letter that it has been issued at your request to be used as a supporting document for Canada PR application. Explain to them that the letter needs to go through several offices and addressing it to only one may lead to unwanted situations.

My bank had similar issues in mentioning "To whom it may concern" in the bank letter. They later agreed when I explained the above issue to them.
