Officially, just as long as any other category (so 6 months). But recently, I've seen a number of people who managed to get from AOR to PPR in only 1-2 months. A number of these people were either CEC - Inland, or residing in the US (which probably great speeds their background check process) but I'm not fully sure whether this is the only reason it went faster for them.

CEC-Inland usually baring a very few getting between 3-5 months time.
I have seen mainly FSW residing in US receiving PPR requests under 30 days. I would agree with you it has something to do with the FBI PCC tbh.
It may still vary on scenarios if the individual has has an extensive travel history(business, tourism, etc.) and specially to place which raise a red flag

The background check by far is the most time-consuming thing for the VO to do - and I assume there's an exchange of a lot of security information between Canada and the US, so the information is more readily available :)

Well, there are some applicants from December and January completing 6 months + of waiting for PR and no progress yet. Including myself, AOR Jan 14. So as the agents always tell me when I call there, 6 months is the average time...it can take less or more...
